First “results” of Bucharest Summit.
In NATO Summit in Bucharest some weeks ago Germany and France blocked the proposal to invite Ukraine and Georgia to participate in MAP (Membership Action Plan). It was explained, that such of step will give to new President of Russia Medvedev “fresh start” and decreases tensions in the region. Several memberstates warned that Russia will understand such gesture wrongly – namely Russia takes from this point granted, that Georgia and Ukraine will stay in his sphere of influence and Russia can do there whatever it likes. Unfortunately, that is what is happening. With only some weeks passed from Summit, Russia has raised stakes in Georgia, starting de facto recognition-process of Abkhazian and South-Ossetian separatist governments. In real terms it means annexation of Georgian territories by Russia. This increases significantly tensions in the region. When West could not react on Russian provocation effectively, this can turn the frozen conflicts in Caucasus to really hot.

Dear Author,
Given that MAP was not given to Georgia mainly for Medvedev’s “fresh start”, do you think Georgia could do more to live up to the NATO democratic standards? November 7 disperal of the demonstrants cast doubt on Georgia’s “Beacon of democracy” credentials. The presidential elections that followed were not exactly the best in Georgia’s history.
I am under the impression that Georgia squandered a lot of sympathy due to rocky period since November 2007. Add to that Georgian government’s failure to produce any kind of breakthrough with regard to the conflict areas (let’s not count populist measures as success) and you have a rather below average would be NATO member.
Is NATO prepared to have on board an unstable partner in an unstable region?

On your opinion, Mr. Laar – what is the difference between Kosovo and Abkhazia? Why there is a statement that Georgian borders are unchangeable, but Serbian borders can be easily changed?
Dear Peter! Thanks You for Your comments, I answer to them now shortly, but in next days with longer comment. I agree that the democracy in Georgia is in developing process – the history of democratical traditions is not too long there. But even by the opinion of opposition the last president elections were first really competitive in Georgian history. Georgia opened itself absolutely for foreign observers, who found several misgivings in electios, stating at the same time that these did not influenced the results of elections. I think that Georgia has developed to the right direction – and looking to the region it is really beacon of democracy. When we do not recognize this, this is a wrong signal.
